    What temperature is the cpu and gpu getting to? Im thinking maybe they didnt apply the thermal paste well and its throttling.

    As Phillip says, you can set in the nvidia control panel to use the nvidia gpu when running a program. In normal windows use it should use the intel GPU to save power.

    1060, similar performance, uses less power and creates less heat, so less throttling in a laptop.

    If it can, then there will be an option in the bios to allocate system ram to the gpu. But in many cases, HP do not enable this function.

    yeah you can set all that to do different things depending on being plugged in or not. Go into the advanced options and youll see different settings for on battery or AC power.

    Use the balanced power profile and it will use the IGPU.

    Cant say for sure, but when I connect an external screen to my laptop, it uses the nvidia gpu and the intel gpu gets disabled.
