Apart from the above ^^ try starting the laptop in safe mode, and manually roll back to a previous version of Windows - be careful when doing this as you may lose files depending on when your last rollback point was. If all this fails, you may want to try a fresh installation of Windows.

I wouldnt feel comfortable running VR on many laptops even with the bare minimum spec due to ventilation and hardware restrictions. I definitely wouldnt run your laptop with the HTC Vive sorry :(
