I have taken apart everything including ram and CPU, power light keeps flashing . I do not have a multimeter at the moment but i did check it with another universal charger and the problem still persists.

Recently, i ordered a motherboard for my hp 6510b laptop. The power light keeps flashing and stops and the fans spins for 2 seconds and the process keeps happening. Is this a defective motherboard ?
