New mobo not working

Recently, i ordered a motherboard for my hp 6510b laptop. The power light keeps flashing and stops and the fans spins for 2 seconds and the process keeps happening.

Is this a defective motherboard ?

Are all the plugs in right, make sure there not slightly out, check and see if the battery is in properly

I have taken apart everything including ram and CPU, power light keeps flashing . I do not have a multimeter at the moment but i did check it with another universal charger and the problem still persists.
