1080p is definitely worth it. Going to a 100Hz refresh TV will do nothing for you since PS4 games cap at 60 FPS anyway, the higher resolution on the 1080p TV will make a HUGE difference however.

It's possible that this has to do with the feature on the Galaxy S4 that stops video playback if you look away from the screen. You may want to look at the phone settings for that and try disabling it to see if that fixes this for you. Edit: I think this is called the Smart Pause feature, but...
