The least you should settle for is the R7 260x but I would recommend going for the R9 270x or 280. If it is too expensive you will be better off going for the used market and grabbing a much better GPU. Graphic cards are very reliable and robust, I wouldn't advise buying an used HDD for example.

That might be the reason, the IO shield is supposed to act as a ground.
