I'm not sure about that... I see this guy https://www.youtube.com/watch?v=E1jmtVUPGTI can play it at 1600x900 with high details with the same gpu and slightly less powerful cpu. So if he were to lower to resolution to 720p and low-medium details it seems like he could have gotten playable fps.
