Figured it out! Going back into the Intel Graphics Control Panel, I went into Power instead of Display. Looking down at the Global Settings, there's an option to disable refresh rate switching. Here's a screenshot. https://i.gyazo.com/c655bd7efa2504256f039c6f79be6ade.png
