Yeah solution is Dell Update Utility. I updated Bios firmware and I don't have problems anymore. Totally thought I had hardware issues. Hope this randomly helps someone.

After a few minutes of game play, my Laptop CPU throttles to exactly 0.45 Ghz...then slowly climbs back to normal, then repeats over and over every 20 or 30 seconds. The max temp of CPU cores never go over 80 C. Seems like an overheating issue. But, 80 C is totally fine and why would it drop...
