Solved! Dell Gaming Laptop just started having FPS drops every minute or two.

After a few minutes of game play, my Laptop CPU throttles to exactly 0.45 Ghz...then slowly climbs back to normal, then repeats over and over every 20 or 30 seconds. The max temp of CPU cores never go over 80 C. Seems like an overheating issue. But, 80 C is totally fine and why would it drop so drastically in a second? Uhg. Any help would be appreciated. Also Windows 10 is reporting 12% Integrated and 8% GPU usage with my discrete card which is completely wrong as I'm getting 60+ FPS. I have clean installed Windows and it happens with every game. 10 minutes into CPU stress test and some cores are close, but not quite at throttle point, passed. Ran Furmark...CPU is reporting 0.45 GHz and Geforce 1050 Ti is reporting 96% and FPS are fine. This has to be a Bios Windows 10 update issue.

Yeah solution is Dell Update Utility. I updated Bios firmware and I don't have problems anymore. Totally thought I had hardware issues. Hope this randomly helps someone.
