Try removing the battery (after disconnecting your charger) for a minute or so, and hold the power switch down for 20 seconds with the battery removed (it's called power cycling) then re-connect it and see if that helps.

Why do you need to get to the BIOS to format? Simply download a fresh version of W7 (I take it you have the licence key, on a sticker on the machine? Or else the key is baked into the BIOS). Once you have a bootable version of W7 on a usb drive, insert it, power up the machine and enter the boot...

Do you have just the OS install on a usb? If so, are you able to get into the BIOS when you first boot the laptop? (usually F2 or Delete as soon as, or before, you hit the power key). If you have just the OS install, and you can enter the BIOS, then change the boot order to boot from the usb.

If it is indeed 'brand new', it should still be under warranty - take it back to the place you got it from.

Personally I'd go for the HP - Intel outweighs AMD every time, plus the added bonus of the SSD for fast boot times and all round faster read/write speeds, will make for a nice, nifty little machine.
