I've checked the Help in both Excel 2007 and 2016, and neither has a function called "restrict copy and paste". Personally I've never heard of such a thing although I use copy & paste very often. Could what you're looking for go by a different name possibly?

You'll be extremely lucky if that laptop ever works again I'm sorry to say. They usually don't work even after water is spilled on them, and of course milk is a lot worse.

The ports are much more sensitive to this kind of thing, so normally I'd think the cables would be OK. I'd at least hold off thinking about cable replacement until the ports have been repaired or replaced.

I've had good luck with the free version of AVG. It's evolved to give popups, but it's a good antivirus program nonetheless. I also use the free MalwareBytes which doesn't conflict with antivirus programs. You can safely download both from ninite.com.

You mention BIOS, but is it possible you have the UEFI replacement for the BIOS that newer computers are using now? If so, you have to disable secure boot to be able to boot from external devices.
