Thank you. I got it to safe mode but only for a minute then it keeps turning on and off .where would I go check whats wrong

My ellipsis 8 acts weird all of a sudden when I power it on it goes to ellipsis logo then to Verizon logo from there it's stays for 2 minutes after that it goes to android is starting optimzing app take forever to finsh then turns on for 2.5 seconds and then boom is off and then by its self...

Someone got my android phone to run as windows 10 I believe but I dont want it and I don't know how to get it back to normal
