Steam has recently dropped a big UI update for friends list and steam overlay. If you have not updated yet, make sure to do so. If you have, the update could have caused some glitch or bug. Have you tried reinstalling steam?

Your processor and graphics card are just way too weak to handle games like Assasin's Creed Origins or Wathc Dogs 2, which are both quite demanding titles. I would suggest to upgrade to a gtx 1050 or 1050ti, when the prices drop, both of these cards will get you a stable 60 fps @1080p medium...

I would look into Lenovo Legion, they have a lot of options, starting from budget friendly to quite powerful. They are not overpriced and don't have the hideous, over-the-top gamer design

I would go for the omen laptop as it seems to have very good specs and an excellent display. Mobile coffee lake chips aren't a huge step up from kaby lake in terms of gaming performance
