so i got a new computer and under the playback devices/recording/microphone/properties/enhancements. there is nothing other then disable all sound effects my other computer has noise suppression and echo something also the enhancement tab for speakers has nothing other then disable sound effects...

When ever i am watching a YouTube video in 720p or 1080p there is a random stutter or freezing for 1 second or so and it happens about every 3-4 seconds it does this with chrome and Firefox. but if i watch the video in 480p its fine. and i am not sure whats going on it all starting last month or...
