Msconfig

Hello, I seem to have multiple instances of CLI.exe when I start up the machine.. up to 7 or 8. I think this is causing the slow start up.. I have tried to disable it on msconfig startup but it still seems to be loading up on start up. How can I stop these multiple instances.. Thanks
