Can it run it on high smoothly?? Oh and after down grading that I put in 16 gb ram

That WON'T help gaming performance. Go for the 880M if you can afford it.

Actually, there aren't any laptops that can play WatchDogs smoothly on ultra with everything maxed out, but to even play WatchDogs in high to ultra settings, you'll NEED to get an 880M.

So should I go with 8gb ram and i7 4800mq??

no downgrade the processor to a 4700mq. the difference is minimal, then stick with 8GB of RAM.

But I have enough to go with that, so wich one should I get, i7 4700mq with 12 gb or i7 4800mq with 8gb

You won't be able to play Watch_Dogs on ultra settings with that budget. High would be manageable.
8 Gb RAM is enough, try to have a decent graphics card (GTX 860M or preferably the 880M) and processor.
But if you really wanna do Watch_Dogs on ultra, forget the laptop thing and buy a desktop: cheaper and improveable (cheaper in the way that it's not mobile, of course).
