A 1920x1080p screen will leave you with a much more productive screen space. As a CS major you will be looking at a lot of code, and the ability to see more lines at the same time is really handy.

Without games you will not really care about storage size all that much. Be sure to wipe and fresh install windows on any PC you purchase as a good practice considering all the bad stuff they cram in recently.

Living in the US, I am unfamiliar with the options and pricing available in your region. However, most CS student created programs are small and do not require significant processing power unless you make a mistake and create a memory leak/runaway process thread.

Stick with a 1080p display as you will not be able to budget a giant 4k display laptop. Screen resolution within usable pixel per inch ratio is one of the biggest factors in productivity. So while you can get a 4k screen on a phone, it isn't really any different from a 1080p screen because it is too small. After that would probably be your storage being an SSD.
