2 HP Pavillions i7 core running slow

I have 2 HP Pavillions with i7 core extremely slow and getting worse. They have both been clean up a few times. What do you suggest?

Use msconfig and in the start up tab turn stuff off that not needed in start up. If these pc have windows 64 bit but only four gig of ram add another 4g of ram.
