I have had a similar problem with a Samsung monitor that was around 3 years old. After googling it,seems like it was/is a problem with the capacitors. If you can solder check if the capacitors are all in good condition,you will be able to use Google to get pictures on what blown ones look like. Mine monitor was fixed for about 90p. I got the replacement capacitors on eBay,you will need to get the exact same ones you remove or it will not work.
