Which specs? IF you have 2 DIMM slots, and can support a max 32GB, you can install 2x16GB DIMM modules, yes.

What is the exact model number of your laptop? That CPU is actually an i3-6100U, not an i3-6100. I'm not sure that laptop can support 32GB of RAM, though why would you want to?

All Intel Skylake generation CPUs (the 6xxx series) are able to use 16GB DDR4 RAM sticks; it's part of their design specifications.

On a U CPU? Don't most laptops that run U CPUs have built in RAM or am I mistaken?

Nope. That is false with modern laptops. most laptops use the U model CPUs and allows you to upgrade the RAM.
