$800 Budget for a gaming laptop

Hi. I'm looking for an $800 laptop that can run games like CS:GO, Team Fortress 2 and Garry's Mod smoothly. My current laptop is about 2 years old now; Team Fortress 2 fluctuates often at around 20-30 fps, depending on the area.
My current specs are:
Manufacturer: Dell
Model: INSPIRON N7110
Processor: Intel(R) Core i3-2350M CPU
RAM: 6.00GB
Display Adapter: Intel(R) HD Graphics 3000
Windows 7 Home Premium

For my preferences, I'm not exactly sure whether Windows 7 or 8 is better, so I have an open mind on that. For processors and graphics cards, I just want one that can run the games above smoothly, somewhere around 60fps. Otherwise everything else doesn't matter too much to me, other than maybe a built in microphone.

Put the laptop details into the Game Debate screen of the game you want to play eg http/www.game-debate.com/games/index.php?g_id=3953&game=Crysis%203

to get best settings and expected fps
