Laptop connected to television with HDMI cable touchpad not working and mouse not working

Not sure what anyone online can do for you, if the screen is bad and touchpad is not working, that is a physical issue, need to fix screen and check connections to the keyboard/palmrest area. If programs are not working, could be a failing hard drive or needs a new Windows setup, but a new Windows setup is likely to kill the HDMI port output so you will need the screen fixed first.
