How do I reboot from administrator x:\windows\system32>

It's telling you that you have a problem . You can get out of it by typing
exit
then hitting the enter key but it will only show again until the problem is fixed.

Try typing
c:
and press the enter key and type
chkdsk /r
and hit enter. That will run Windows Checkdisk to find and fix any hard disk errors that might be preventing a proper boot.
