I see no reason why manufacturers should discourage rooting. When you buy a Windows PC from HP, do they try to lock it down so you can't install Linux? No. You buy the hardware, and can put whatever software you want on it. Why should tablets be any different?

In the case of someone like HP with their Touchpad, or Amazon and B&N with their tablets, it does make sense. Their environments were "locked" to their UI so that people would purchase their tablets and then continue purchasing from their marketplace giving the company way more money in the long run. B&N sold a tons of tablets just above cost and probably a large majority of them were purchased for the sole intention of rooting it and getting a cheap, capable Android tablet. Most likely they are no longer seeing any money from their purchasers through their online store.
