analog inspire t7800 speakeers

Hello, I have these speakers and my pc which has xfi titanium pro sound card hooked up to my lg tv. question is can I use optical out on tv to optical in on sound card to get tv sound over my speakers..

You would need to convert the optical out to analog with one of these

but I don't think you can get surround sound this way since the speakers will only convert from 5.1 or 6.1 to 7.1 but not from 2.0 to 7.1. One of these would work

but you would have to switch the all the inputs to the speakers to use both the PC and TV.

Why is It I need a converter. Does not the sound card convert it when going from TV out to soundcard
