Sorry this may seem like stupid question for you.

I JUST bought an Andriod tv box. It uses Andriod 7.0.1.

Is there a way of making custom shortcuts on main screen to do a shutdown? Or how to make shortcuts to anything??

From the app drawer, have you tried long-press (right-click) on an application, and exploring options?
On the desktop - long-press / right-click, "Add widget", explore options.
What you're looking for (in Android phones and tables) is called "Launcher", so if your box can access Google Play, search for apps there.
it can depend on what android TV box it is. if it is an official android TV box like the nvidia shield TV or amazon fire stick then any apps you install will show up automatically on the main screen
 
that is an unofficial android box. i had a few myself and every one of them has a different interface where some do allow you to add some shortcuts while some don't
