annoying progams internet

how do you stop progams from accesing internet when installing and uninstalling it not nessesary but its annoying

Do you mean when they "update"?
Stop automatic updates...

Or during normal use?
turn off internet (wifi/3g)...

no its wen you install after that its a web page and when you uninstall certen progams they to open a page its annoying cus i like to run programs ps i turn whatever auto update off and update when i feerl like it
