Anti Steering of Roaming

HI Dears

We are a MVNO in Iran. We have also recently contracted a carrier for roaming. But this carrier, which our subscribers connect to their network and go inside roaming and roaming, keeps track of our subscribers. They call it retention.
Can I have my catalog about anti-retention devices in roaming?
I wanted to see what are your tools and ways to get out of this retention?
further i want to know that name of parameters of roaming in SIM card?
