Trying to find a convertible laptop under 3lbs is a bit tricky unless you want something like a 12.3" Surface Pro in the link below for $694. Be aware that price does not include the keyboard or pen.

There is the less expensive 10" Surface Go for $540, but 10" might be too small and that price does not include a keyboard or pen either. It also has Windows S installed rather than Windows 10, but it can be upgraded to Windows 10 for free.

You can go to your...
Windows 10 comes with integrated voice recognition known as Cortana. Note sure how extensive it is though since I never used it. You can read about how to set it up in the following link:

The link below provides a list of Cortana voice commands; it's from 2016 though so Windows updates could have expands the commands.

The 13.3" Acer Spin 3 may be a possible laptop. It is listed as 3.31bls and can be converted to a tablet. It does cost $775 which is average for a 13.3" convertible laptop with a quad core i5-8250u CPU. 13.3" laptops generally costs more than the typical 15.6" laptop with similar specs.

Are these able to use voice programs? Need to use headphone due to disability. Not sure what programs exist now but these sound like good options. These work for general web surfing and movie watching?

You can go to your local Best Buy or computer store to check out the sizes in person.

It probably a good idea to check out a support group for disabled people for ideas as well.
