I never realized that there were actually different terms for these. But yes, its the difference between 1000 and 1024.

There weren't different terms for a long time, but several years back, this was clarified. You could read the wiki(s) on them if you want to learn more.
 
Where does the money from this fine actually go? Who benefits? I bet it's not all the consumers who were conned, I mean, lied to, I mean, mislead, I mean, confused.

The way they "lie" is important. HDD capacity is not really a lie. In ICT industry it's custom to count units per 1024, but in all other custom is to count per 1000. For example 1 Mg (megagram) is 1000 Kg (kilogram). 1024 KB being 1MB is just convention that no one has to comply with. What Apple did is much different because manufacturers have legal obligation to inform customers if some or all features of device will not work under certain conditions.
 
Apple gets fined $2 mil for misleading customers... yet EU threatens to sue Microsoft for BILLIONS for including it's own software (IE) with it's own operating system? Can somebody transport me out of this crazy dimension!!
