Apple is cutting off iTunes allowances, but recommends their Family Sharing program instead. It works for up to six family members.

Seems rather a step back in that as you say it removes a child's independence in choosing how to spend their allowance and removes any notion that you have any trust in what your child is doing.

Agreed. I'm always a fan of more options, not fewer.
