You need to buy a mouse and headset separately.

As for where you can buy it... I have no idea since it seems to be exclusive to India.

No laptops come with mouse and headset unless the store selling offers it in a bundle. However, I have seen one somewhat high end Asus laptop which comes standard with separate speakers.
