It sounds like your Windows account may be corrupt. You may need to run the laptop's built-in factory recovery (how you do this varies by each laptop manufacturer, but you can find out how to do it by referring to the manual or going to Asus' support/troubleshooting page for your model). Note that using a factory recovery will erase your programs and personal data!
Other alternatives to attempt to fix it:
1. Run a Windows startup repair
2. Unlock the built-in Administrator account, and if you can log into that, make a new user account and move your data over to it.
