Audio gets choppy whilst using low resources

I recently reloaded XP on my HP a250n, now whenever I play audio the audio slows and gets choppy every minute or two. It doesn't matter what the source is, grooveshark, wmp, songbird, youtube, it happens with each. It only stays choppy for a second and it doesn't correlate with any memory or cpu spikes. I've tried using a different sound card, I tried installing K-lite codecs (tested both mp3 decoders).

It may be unrelated but whenever I start my computer I get a .NET error: Unhandled exception... Conversion from string "<!DOCTYPE HTML PUBLIC "-//W3C//D" to type 'Double' is not valid.

Please try uninstalling the sound drivers and re install them then try playing a sound file on your computer. If you experienced this either on-board audio or a sound card then try updating the motherboard BIOS firmware.

Hey its a Pentium 4 2.6 ghz. Like I said in my original post, I didn't have this problem until I reinstalled windows so I'm not thinking its a hardware issue.
