Bad Memory?

I have an Inspiron 3521. I started getting a 2 beep error after I got locked out of my BIOS, had a password and I forgot what it was. I took out the CMOS battery to see if that would reset it. Now, trying to start it back up, i get a black screen with two beeps, pointing to bad memory or a bad memory module on the motherboard... I bought brand new memory and it still gives me the same error..

Is there a way around this? Is there anyway to boot from a CD or USB at this point?

I have tried holding down FN, shift, F12, and F2, as well as delete, ctrl alt del, esc..
I have tried removing the hard drive and starting, gives same error
I have tried removing the memory and starting, gives same error
I have tried removing the battery and starting while plugged in..

Am I out of luck? do i need to replace the mobo?
