battery / charging problem

My laptop wont charge when it is plugged in and turned on. when i close it or turn it off it charges fine. if i plug it in while its turned on the screen goes bright for a sec then goes back to dark. it dose not say " Plugged in, not charging ".

I don't know your case exactly on point, but a similar thing happened with my laptop and on trying to find out what it means I came across this.
My charging light was blinking and the laptop was charging. A manual online indicated that my laptop had some hardware damage and will need repair. Since my touchpad was not working, I assumed it was talking about that and I ignored it.
But needless to say a week later, my laptop crashed and was not switching on prior to that and on giving it to a technician he said that it'll cost over 10000 rupees in order to just get it up and running. And there was no guarantee that it would work either.
So I suggest you get it checked right away.
