Best Camera For a Noob

I suddenly got the urge to buy a camera but I don't know which is the best for me I don't know much about cameras and photography. So my question is which type of camera is the best for a beginner and the best for the cheapest price.I would pay around $100-250, $300 if there is something better.

I want to use it for family pictures and stuff like that so it's probably best if it's good for both inside and outside, filming would be nice to have too.
