I am looking to get the absolute best laptop possible for a $700 budget. As long as the laptop is not in abysmal conditions, used or refurbished laptops are also available. I have only found one laptop that meets the conditions I am looking for which is linked below:

The conditions I'm a stickler on are thus:
4GB VRAM or higher
GTX 960 or higher
8GB RAM or higher
i5 processor or higher (at least 3.0Ghz Quad Core with Turbo)
The link above has all of these qualities, but this community has shown in the past that they have found unique offers and solutions in the more obscure corners of the web. I also wanted the opinions of some of you on the effect the newer GTX 10-class laptops on the prices of the previous gen. Should I just wait for these new laptops to gain momentum and lower the prices of the older ones, or is there a chance of one of these 10-class laptops hitting the sub-$1000 price range?
Note: To those of you who wonder why I consider this laptop to fit my sub-$700 needs when it obviously has a $739 price tag is because I was planning on getting it used from Amazon Warehouse for $647.
