Best Surround Sound for $400 or less

Does anyone have any recommendations for a surround sound system that is crisp, very loud, and costs $400 or less?

if your budget is flexible, the energy 5.1 set paired up with a cheap onkyo or sony receiver is a good buy. the klipsch hd theater is not bad either.

for ultra budget the 13773 from monoprice may be okay as it replaces the older 10565 but its less suitd for music though still good for movies. pair it up with a cheap receiver.

you can buy HTIB home theater in a box type systems for that budget be please be careful as not all have surround sound inputs and may only be surround sound with their included dvd player. some are, some are not and cheap models tend towards not.
