Black screen blinking

When I start my laptops it produces a black screen and a cruiser mark is blinking on top of the screen, please tell solution for my problem

Could you at least mention the operating system on it? Is this a fresh install or was it a working system?

My stab in the dark is corrupt/missing/improperly installed boot loader.
