Question Blocked channels unblocking themselves??

I have my Hisense tv hooked to my antenna with the cable connected directly into the coax port in the back. I also have a Roku box connected with one of the HDMI ports. I block all the religous and shopping channels on the antenna. And most of the Spanish channels. However, I have found a few of the channels I block regularly come back on their own. They seem to be unblocking themselves. Sometimes that station simply moves to a different channel. That's not what I'm talking about. What I mean is (example) 47.2 is one of the QVC channels. I block 47.2 on my TV. I come back a week later and find 47.2 /OVC unblocked and showing on this TV. Even though I blocked it.
My TV does not have an auto rescan function. So it's not that the TV is rescanning the channels on it's own. And I'm talking only about the channels/stations coming through the antenna feed. I have to manually switch inputs on the TV to select either the antenna or the Roku.
I've asked about this on several forums and never gotten an answer. What's going on?
 
Is your Hisense TV a smart TV and if so, are you using the OS app to view your antenna channels?

Only thing I can think of (and this is only a guess) would be that the Smart TV App is updating and undoing your blocked channels. I have a similar app on my Vizio smart TV and it (and the OS) got so annoying that I disabled the network function on the TV.

I can still view my local OTA channels with the antenna connected to the coax input and when I want, I switch back to the HDMI port my Roku is connected to.

No, it is not a true Smart TV. Although it is one of their Roku TV's. It does not have a browser and no internet connection other than the external Roku module. I'm not sure what you mean by an app. The TV does have an internal OS. But not one of the standard Internet ones. It does not have an auto rescan function. You have to manually do rescans about every 6 months. The rescan removes all the blocks and I have to go back and reblock all of the previously blocked channels.
But this "unblocking" occurs between rescans. I have had instances when I block a channel (without doing a total rescan) and come back the next day and found it unblocked. Most of the time it's one of the shopping chanels. But occasionally it's one of the Spanish or religous channels. The now defunct Sikh channel was really bad about this.
I've seen this "problem" mentioned or shown on other TV's. I'm wondering if there is some technology that the broadcasters can use to over-ride channel blocks. Or perhaps the TV manufacturers build in a circuit that allows channel blocks to be over-ridden.
