Bluetooth my phone to tv

I'm trying to Bluetooth my phone to my tiny smart tv. How?

Video, via an HDMI cable or wireless AppleTV.

Audio Only, via an attached BT receiver, TV must have analog audio input jacks.

Think logically.

The direction of the signal is Phone ---> TV, because you cannot do TV ---> Phone.

So, all Phones already have BT built-in, and so what is missing? BT on TV, and what does TV needs to do, transmit or receive? There is your answer.
