bluetooth not turning on

i can not get my bluetooth to turn on, on my nextbook. when i click on the icon it switches to on but its not highlighted so it wont allow me to use. when it switches to off it then becomes highlighted. im not great with computers and gadgets but i get the just of how its suppose to work.

Does the small, angular Bluetooth icon show up in your Taskbar or perhaps in the Hidden Icons section at all?
