My ultrabook is feeling a bit sluggish on various low end games (League of Legends in particular) , even worse than my i3-2100 desktop running on the integrated graphics.

ASUS Zenbook

i5-2557m
4GB ram

I have heard of intel turbo boost, how do i use this to increase my performance?

Turbo boost cant be controlled when ever u r lap needs more performance it will boost itself ,only think u can control is gpu(graphics card) ,u must have told u r model name ,which gpu are using other possibility is u r using integrated graphics but it must automatically switch to dedicated gpu whenever more gpu pulling is needed now maybe u have to manually switch ,model name pls

Desktop, and i think i know why. The HD 2000 is running at 1240x1200 (or around that) while my ultrabook is running it at 1600x900. Will this make a difference?

Integrated Graphics are to provide the visual needs to performa Mulitmedia demands, web surfing, email, etc. NOT GAMING. Any gaming should always be a 'dedicated' (yea much more expensive) graphics card.

Would power saver battery mode and having the laptop plugged in affect performance? I just tried with my laptop plugged in and on high performance mode and league ran perfectly.

OF COURSE it does. that decreases performance and speed of the CPU, GPU, HDD etc. to 'save power' as well as running on battery will evoke that 'lower' quality. but your not supposedly gaming on pwer saving mode either.
