Busy Redial

Is there such a thing as Busy Redial?
I had phones in the `80s that would do this... would very very handy to
have!

A cellular phone or landline phone?

There is none that I'm aware of. Most will do SYSTEM busy redial - if
the phone gets a system busy. But not a standard "Busy".
