Can 4k laptops be scaled down to 1080p to improve viewing icon size and legacy software

I have noticed that the newer 4k displays on laptops I have seen have displays with small icons and words difficult to see. Is there some type of scaling correction software in Windows 10 that corrects this problem and enables readability in general on web pages and legacy programs??

There is the ability to scale icons and text, however, Windows is roundly criticized for their handling of this feature. Then again, the press criticizes each Windows feature one function at a time and yet somehow Windows still seems to get installed... go figure.
