Can a laptop fan burn out on its own?

can you tell me if a laptop fan can burn on its own, as if it had received too much voltage?

It's possible. This can happen if the fan is built poorly or if the fan is constantly trying to cool a CPU in spite of having it's venting clogged with dust/debris.

Fans can die. Certainly. I usually see dead fans on laptops, and GPUs. Having to spin fast enough to cool the device, and if dust builds up that doesn't help. Nothing last forever.
