Can I access apps without data plan?

I want an andriod phone with Wi-Fi so I can download apps, and have more features than my current free phone. The thing is, will all of the features be limited if I only have Wi-Fi and not a data plan?

The phone I was looking at is an unlocked MyTouch. Any suggestions for a good cheap andriod phone compatible with T mobile? My price range is pretty small, around $100-200 used.

You should be fine without a data plan, so long as you are near wifi hotspots on a pretty consistent basis.

So it will work similarly to a iPod Touch but have all of the features of a normal cellphone? If you are unsure then that's fine, I just cant seem to find anything like this online.

Well, where are you looking? If you are looking on carrier websites, your selection is pretty limited, as most carriers require that you have a data plan with a contract. You could go the pay-as-you go route as well and go with a limited data plan with it. Or perhaps you could look on ebay for a used phone and see if a carrier will activate it on their network without a data plan.

I have Tmobile so I just need an unlocked phone that accepts a sim card
