Can I access my PC from my android phone even when my pc is switched off?

I want to get full access to my pc through my phone when I am unable to use my pc at some places.

Both devices need to be on to make contact with each other. You could alter the laptop's settings so it doesn't sleep when the lid is down and that should allow communication without teh laptop obviously being open..
